A special Act-related instance opened in Ichigaya. You can access it by speaking with the Innocent NPC in Ichigaya at 21,19 during Act 13 and Act 16 when you are given Doukan's Plate.

The man who gave you the plate will appear after the boss is defeated, giving you access to an exit.
